1. When you're sinking in a boat, you can hope to break the boat on a sharp rock in order to stay afloat and find land. You can not do that when suspended in air.
2. You can swim in water if the boat sinks, whereas you can not swim in air...
3. Losing a boat is less expensive than losing a hot air balloon (though I doubt finances would be on my mind in either problem.)
